A rather confusing document, perhaps written to influence the new Tory government. The ship-owner uses statistical data on cargo rates to attack the recently fallen national unity government for unnecessarily suspending the navigation acts; yet at the same time he supports Lord Howick (Earl Grey), who had been First Lord of the Admiralty, against those who accused him of ‘injuring the Shipping Interest’.
